"Irrespective of the means of transport they use, passengers have the right to a good quality and safe service. For this reason, I think this proposal to introduce harmonised rules on passenger rights in bus and coach transport throughout the EU is a positive step. Furthermore, I believe that passenger rights should essentially be the same irrespective of the means of transport used, except where this would be inconsistent with the characteristics of the means of transport in question. It seems reasonable that the Member States should defend their right to exempt certain operators of regular urban, suburban and regional services, including services that come under the regulation, provided that these are bound by internal laws or contractual obligations to respect passenger rights. We should not forget that in Europe, there are not only large carriers, but also small and medium-sized transport companies, and we should take particular care over the latter. Finally, I would like to congratulate the rapporteur and the shadow rapporteurs for their work towards achieving conciliation with the Council, and I hope that it will soon be possible to reach an agreement on the final version of this regulation."@en1
