"We Greens have not been convinced that we should support the Leinen proposal to consent to the Council position on this issue. The fact is that on 19 February 2010, the Commission published a proposal for a Council Decision to conclude, on behalf of the European Union, the Protocol on Integrated Coastal Zone Management (the ICZM Protocol) to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (the Convention is more commonly known as ‘the Barcelona Convention’; it was originally signed on 16 February 1976 and subsequently amended on 10 June 1995).
The European Union is a Contracting Party to the Barcelona Convention, as are all EU Mediterranean coastal Member States. Under Article 4(3) of the Convention, the Contracting Parties must promote the integrated management of coastal zones, taking into account the protection of areas of ecological and landscape interest and the rational use of natural resources.
However, personally I find the proposal weak: bearing in mind that we need at least 40% of protected areas, I do not see a strong position in that respect."@en1
