"The function of the Paris Convention on International Exhibitions is to regulate the frequency, quality and procedures of international exhibitions falling within its remit. The main purpose of international exhibitions, as stated in the Paris Convention, is to facilitate the display of innovation and contribute to the education of the public. As it regulates aspects falling within European Union customs legislation, a Member State wishing to accede to that convention therefore requires EU authorisation. The European Union itself cannot accede to the Paris Convention, as only sovereign states can be parties thereto. So far, 24 Member States, with the exception of Latvia, Luxembourg and Ireland, have acceded to the Paris Convention and Latvia has expressed its wish to accede to it. The purpose of the Council decision is thus to enable the Member States that have not yet acceded to the Paris Convention to do so, while respecting the exclusive competences of the European Union granted by the Lisbon Treaty. The Verts/ALE Group has followed the rapporteur’s proposal in consenting to the proposal for a Council decision authorising the Member States to accede to the Paris Convention."@en1
