"Mr President, ladies and gentlemen, as Vice-Chair of the Disability Intergroup, I would like to take this chance to speak briefly about the United Nations Convention on the Rights of Persons with Disabilities and its ratification.
This convention simultaneously represents a goal and an important starting point for the civil growth of the world, even if its ratification by the European Union – decided last November by the Council – has not yet been confirmed by the United Nations because some Member States are delaying adoption of the code of conduct between the institutions of the Union.
I therefore hope that this House provides an impulse for the removal of these obstacles and that the democratic institutions of the remaining European countries proceed to ratify the United Nations Convention on the Rights of Persons with Disabilities and, in view of its full entry into force, also ratify the Optional Protocol. If the European Union does indeed want to be a dynamic leader on the international stage, we must hold the full enjoyment of rights for people with disabilities as an absolute priority, both at national and European levels."@en1
