"( It is regrettable that Council Regulation (EC) No 1236/2005, concerning trade in certain goods which could be used for capital punishment, torture or other cruel, inhuman or degrading treatment or punishment, has not been implemented by all Member States. I even consider it unacceptable that some have not hesitated before authorising the export of items that may be used in acts of torture to countries that do not respect human rights. We urgently needed to call them to order with our vote on this resolution. Indeed, we should encourage Member States to contribute to promoting human rights in the world in a more diligent manner, and to controlling international trade in items used for torture, rather than taking part in it. I even think that sanctions should be used to dissuade them from doing so. Furthermore, this resolution rightly calls on the Commission to update the list of torture items, given that they are constantly changing. I have therefore voted in favour of this text, but I do believe that we need to go even further."@en1
