I note that the inquiry carried out by the Joint Civilian-Military Investigation Group showed clear and indisputable evidence that the was sunk as the result of an external underwater explosion caused by a torpedo manufactured in the Democratic People’s Republic of Korea (DPRK), as did an independent assessment by the Neutral Nations Supervisory Committee. I repeat the condemnation of the attack by the High Representative/Vice-President and I praise the restraint shown by the Republic of Korea. I urge the Commission to maintain existing humanitarian aid programmes and to keep communication channels with the DPRK open, since these aid programmes directly affect the living conditions of the population of North Korea."@en1
