"Regulation (EC) No 683/2008 of the European Parliament and of the Council of 9 July 2008 on the further implementation of the European satellite navigation programmes (EGNOS and Galileo) defines the new framework for the public governance and financing of the Galileo and EGNOS programmes. It sets out the principle of the strict division of responsibilities between the European Union, represented by the Commission, the Authority and the European Space Agency, and grants the Commission responsibility for the management of the programmes. Moreover, the regulation stipulates that the Authority will undertake the tasks attributed to it with regard to the Commission’s role as manager and will act in accordance with guidelines issued by the Commission, which is obliged to inform the European Parliament and the Council on the consequences of adopting accreditation decisions for the harmonious development of programmes. I believe it is important that the Member States and the Commission are represented in the administrative board, with the powers necessary to draft the budget, monitor its implementation, adopt appropriate financial rules, establish a transparent procedure for the Agency to take decisions, approve the work programme and appoint the executive director."@en1
