"In the context of today’s debate, it should be noted that in different Member States, the railways operate under different conditions. The first railway package was adopted in 2001, and it can be assumed that it was prepared mainly with respect to the situation in the rail markets in the EU-15 countries. However, the situation of the railways in the new Member States was and is very different – especially in the context of what is called ‘financial architecture’, which means appropriate funding for infrastructure, multiannual agreements between the state and the infrastructure manager, historical debts and funding for public services. As a priority, it is necessary to ensure that railways have equal conditions of operation and to enforce legislation on adequate funding of the railway system, because this is of fundamental significance for the development of this branch of the transport industry."@en1
