"Hungary is one of the countries most severely hit by the flood. I would like, first of all, to express my thanks for the solidarity and assistance received, and to say that in Hungary, the floods and excess inland water affected mainly the poorer regions and poor families. Many of these are Roma families. Their settlements are generally less safe and located in the worst spots that are most exposed to flooding. Therefore, it is very important that we show special solidarity with them.
Several suggestions have been made as to how to send aid rapidly. I have a few suggestions in this regard. On the one hand, Member States must make decisions on increasing the resources of the Solidarity Fund and their quicker and more flexible use. The amendment to the proposal that would be of particularly great significance at the moment has been before the Council for a long time. The Spanish Presidency could be of great help to us in this matter. Moreover, it would be a good thing if Community resources could also be reallocated to this end, that is, agricultural policy sources could also be used to ensure that farmers who have suffered serious damages may also receive compensation."@en1
