lpv:translated text	"Mr President, the recent floods in Central Europe and the current flooding in France show the enormous power of nature and the unpredictability of natural catastrophes. The resolution of the European Parliament, which expresses empathy and solidarity with the victims of the floods and all those who have suffered, above all obliges the European Commission to a make a swift and efficient transfer of aid as part of the Solidarity Fund. The resolution also calls attention to legal measures which are essential to limit the adverse effects of flooding in the future. Put simply, we are talking about correct implementation of the Floods Directive, which obliges Member States to create a system of flood risk management with an initial risk assessment and specification of areas where there is a high or medium probability of flooding. Member States are obliged, under the directive, to prepare flood hazard maps and to establish flood risk management plans. With reference to the situation in Poland, I would like to point out that before this year’s flood, non-governmental organisations which are concerned with the natural environment had repeatedly drawn attention to the incorrect implementation of the Floods Directive in Polish law and, in particular, to the lack of a suitable system for making an inventory of areas at risk from flooding and the unclear legal status of these areas. Therefore, taking the opportunity of this resolution, I would like to draw the attention of the European Commission to the necessity, too, of effective enforcement of Union law in the area of flooding, so that in the future, Poland and other EU countries will not have to apply for EU funds from the Solidarity Fund."@en1
