"Moscow has realised that without modernisation and wide-ranging access to Western technology, it has no chance of approaching the European average in terms of development. The European Union should take advantage of this. However, this is not happening, as is testified by the rather poor result of the EU-Russia Summit in Rostov-on-Don. It will always be like this, until the Union risks taking a hard line in negotiations with Russia on values and principles. Therefore, we need to say clearly that the new agreement on partnership and cooperation between Russia and the Union needs to include a binding section on human rights, and to say clearly that there can be no modernisation of Russia without its democratisation. Therefore, in its resolution, Parliament should express regret at the lack of reaction of the European Union’s representatives who took part in the summit with regard to the brutal action of the police in Moscow and Saint Petersburg on 31 May. It is not enough to applaud the Russian human rights organisation Memorial in this Parliament and award them the Sakharov Prize. There are some values which should also be defended by taking action."@en1
