"Madam President, the next Council will take place at a time of crisis which is worrying and destabilising our fellow citizens. Austerity plans are proliferating in a confused manner in the Member States, and those in charge are losing themselves in vain semantic quarrels. Well, we really have to get away from all this. We will not re-establish confidence without budgetary and economic coordination at European Union level. This is obvious, and it is urgent. It is therefore down to the Commission to exercise its right of initiative fully. For my part, I would like it to put forward some proposals. The first is to set up a permanent European monetary fund and a European bond market. The second is the coordination, as you have said, of the Member States’ budgets, with two objectives in mind: aiming for balanced public finances, but also creating synergy between the investments necessary for the future. In addition, we need the creation, at European level, of a tax on financial institutions so that the taxpayer does not have to finance the banks any longer, the medium-term harmonisation of our fiscal legislation – particularly legislation that is a burden on companies – and, finally, a more significant European budget with its own resources. I would like to say a few words on penalties. In my opinion, we should not be talking about adding to them; rather, we should be talking about applying them. Accordingly, I would propose a very simple rule to the Commission: that from now on, it should publish all the written commitments that it receives from those in power. I am sure that this will be a useful way of taking the debate forward, at least in some of the Member States."@en1
