The Commission has adopted proposals to access the fund in order to help Ireland and Spain. I would like to point out that genuine cases in which these funds are needed are generally extremely urgent, and hence the procedure of allowing access to such funds should be as efficient and rapid as possible. In this regard, I have agreed with the conclusions that have been reached by our rapporteur and have thus voted in favour of the report."@en1
