"I welcome the role that Europe has played as the largest provider of development aid in the world. Development aid has helped to alleviate poverty for millions of people in the developing world. The number of people having to endure extreme poverty has fallen from 1.8 billion to 1.4 billion. Almost 90% of poor children now attend school. Great steps have been made in combating malaria and tuberculosis, and the infant mortality rate is falling dramatically. However, the recent food and fuel crises and the global economic recession have cancelled out much of the progress made over the last decade. The rich countries are responsible for the current financial, economic and climate crises, but the developing countries are the most affected by global warming. This means that it is vital for us to step up all our measures for combating climate change, such as providing appropriate technology. I would like to call for additional funds to be earmarked for developing countries. These should be sustainable in the medium and long term and come from the private sector, the carbon market, and the public sector of industrialised countries or the most economically advanced developing countries."@en1
