"Madam President, Commissioner, it is a pity that the European budget, which should be a symbol of solidarity and the will to act together, has become a rigid tool, which the citizens do not understand and which lags behind the expectations of European society, incapable of being deployed to fight the social repercussions of the crisis. From this point of view, not a day passes without the media or a top-ranking politician talking about the need for a stronger European budget. Tension is increasing between revenue that is too modest, too dependent on the contributions of the Member States, and the money that the Union needs to spend in order to kick-start growth. For example, in the draft budget for 2011, the Commission simply presents a margin for manoeuvre of EUR 50 million to support new projects linked to employment and corporate competitiveness, which are top priorities. The revision of the financial framework is therefore a serious challenge for the future of the Union if we want to make it a real political and economic leader and also, and above all, a player that is closer to its citizens at a time when nearly 25 million of them are affected by unemployment."@en1
