"You are right. We have made reference to the 3%, but we have not just mentioned research and development but also the concept of innovation, since this is not only a question of basic research but how research is translated into economic activity. What can research do to produce more growth and more employment? As you know, there is not a well-established indicator for innovation, which is a technical issue dividing some experts.
I personally have been discussing this with the OECD for instance. The Secretary-General of the OECD and some of his experts came to Brussels recently, and we are working with them and others to have an indicator of innovation that could be agreed upon by the academic community and the policy-making community. That is what we are doing, and we certainly want to do so in open consultation, so we very much welcome all contributions to this. It is a highly technical point, but I believe that it is critically important that we develop better indicators for innovation."@en1
