"I voted in favour of this report. I should first of all like to congratulate the rapporteur, Mr Winkler, on his excellent work. Innovation and research, like education and training, are the key elements that will enable Europe to compete positively in a more technologically competitive world. However, so far, only 1% of the EU’s budget has been earmarked for this sector, a percentage that is not enough to address the difficult challenges that Europe is having to face. It is time for the European Union to invest more in the field of research and innovation. I do believe that we can overcome the economic crisis and making more funds available is one way of doing this. I also believe it is important to provide incentives for and encourage private investment in technological innovation, because only by carrying out research will we be able to have a competitive market that can withstand the increasing number of relocations. Lastly, I support the plans for ‘instruments which are tailored to the needs of their users’ and a reduction in red tape for small and medium-sized enterprises, which should foster decisive technological innovation."@en1
