"Over recent decades, the market share accounted for by rail in transporting goods has continually declined and, in 2005, represented only 10% of this kind of transport. In looking to address this challenge, the Commission has supported the idea of tackling the issue more effectively. In December 2008, it proposed a regulation on a European rail network for the competitive transportation of goods. In April 2009, the European Parliament adopted its first reading on the proposal, giving its support to the Commission. The Council also reached a political agreement on this regulation, albeit with some amendments. Without questioning the importance of rail transport of goods and the need for European coordination of this transport, and supporting the creation of so-called freight corridors, the fact is that, in the current economic and financial climate in EU countries, creating an integrated freight transport system necessarily presupposes very high investment from the Member States, and we cannot guarantee that they are in a position to promise or supply such investment. Therefore, without undermining the objectives of this regulation, if we are to approve it, we should not, however, forget that the present climate of austerity will naturally have a bearing on any other plan."@en1
