"The traceability of beneficiaries, funds allocated and projects is a crucial aspect of the instruments governing the use of the European Regional Development Fund, the European Social Fund and the Cohesion Fund, in order to guarantee transparency of expenditure. A transparent system optimises investments and reduces costs. This level of importance means it is worthwhile increasing the penalties for infringements of the communication and publicity obligations, promoting a more modern and functional network system between the management authorities, defining a common basis for standardising the conduct of individual States and creating a link between publicity, monitoring and auditing. These actions should be incorporated into the package of measures to combat the crisis. A similar suggestion was made by Parliament at the time of the vote on ‘Protection of the Communities’ financial interests and the fight against fraud – Annual Report’, in view of the fact that the requirement for transparent procedures prevents improper conduct."@en1
