"Mr President, in looking at this report today about the procedure and the adaptation of procedure to the Treaty of Lisbon, it is interesting that we speak to many Members of the Parliament themselves and they do not really know what is actually in the Treaty of Lisbon and how it impacts on our voters in everyday life. Take, for example, the whole bail-out of Greece. If you look at what has been debated in Council, it is Article 122 of the Lisbon Treaty, which was supposed to be an article of solidarity: ‘In the spirit of solidarity if a Member State falls into difficulties in the supply of certain products such as in the area of energy or where a Member State is in difficulty or threatened with severe difficulties due to natural disasters’. That is now being used as an excuse for Member States, whether they are members of the eurozone or not, to bail out a country that has got itself into a mess of its own making and not because of exceptional circumstances. We should be quite clear with the electorate what the Lisbon Treaty means for the voters. Does it mean taking taxpayers’ money to bail out countries that cannot manage their own affairs?"@en1
