"Mr President, first of all, I welcome the report and I want to congratulate the rapporteur. She has been at it for some considerable time and she has certainly shown herself to be a very able rapporteur. Let me make one thing very clear. I am totally in favour of labelling of origin, but I think we have to be very clear about what we mean by labelling of origin. We must ensure first of all that people – the consumers – know where the produce came from. Then the consumer also has to know very clearly how that food was prepared or how it got to where it is. I agree with the rapporteur on this, and I think we are in danger here of going too far too soon. This is a process, a first reading. Let us be very honest about this as we will come back to this again and again. I want to see us proceed with a degree of caution, but let us get it right. I do not want us to over-regulate in Europe to a position where even we in Europe do not know where we are coming from. We are in great danger of over-regulating ourselves out of the market. We have to control this and get it right, and I am totally in favour of it. I think we should use the time between the first reading and the next reading to have an impact assessment to see what the cost and what the effect of this will be, because in the long term, that it what we require."@en1
