"Mr President, above all I would like to congratulate Mrs Jędrzejewska, not so much on the form of the report itself, but on the way she worked on the report and the conclusions she has reached. I would like to emphasise several fundamental values. Firstly, attention has been paid to the income side of the budget. Secondly, the budget for 2011, also under the mandate, leads us to the following conclusion – the proportion of fixed expenses is rising. In this area, as indeed others have said here, we must look at the effectiveness of these expenditures, by which I mean what results they bring. We still have a very important moment for reflection before us. What resources will be left for us to take new initiatives? The degree of freedom of resources for new initiatives is getting smaller. We have to realise this, and the discussion reflects this clearly."@en1
