"I was forced to vote against the report by my colleague, Liem Hoang Ngoc, which the European right and liberals completed in a way which deprived it of its substance, simply defending dogmatic adherence to the Stability Pact and hence to austerity policies. Budgetary policy is not an end in itself; it is a tool which responds to political objectives. The priority should not be austerity, otherwise we shall nip in the bud what little growth is available; what we need is a philosophy of employment growth that we need to defend. For this, the EU needs to be given the resources to act, which means giving ourselves tools to steer the economy over and above those currently available to us under the Stability Pact, which are inadequate."@en1
