"Mr President, I would like to congratulate Mr Vincent Peillon and the rapporteurs from the other committees, Mrs De Sarnez and Mrs Tzavela, for their reports. The report on the Union for the Mediterranean is important because it focuses on immediate and quantifiable targets. Their results may be very specific, because Parliament is calling, through the report, for specific budgets to be earmarked via the financial perspective, for assistance for the Secretariat of the Union for the Mediterranean in Barcelona and, of course, for the various differences which exist not to affect the objectives of the Union per se, which are growth, improved individual and human rights, cultural exchanges, energy issues and whatever else can link the peoples living there to the Mediterranean basin. Of course, here, today, the Council and the Spanish Presidency, which I assume has a particular interest in the Union for the Mediterranean, are absent and I must say that that surprises me, because the Council should have heard everything the rapporteur and co-rapporteurs said and everything highlighted here, in other words, that this is an endeavour which overcomes the specific difficulties which have prevented programmes from progressing as they should have done. The conflict between Palestine and Israel cannot, of course, be resolved through the Union for the Mediterranean, but the presence of officers in the Secretariat gives cause to hope that there will be no pressure from conflicts on our efforts to advance the Union for the Mediterranean with the criteria described earlier. It is particularly important for the Union for the Mediterranean to send out a message of democratic development, equality between men and women, and efforts for a civil society in the countries of North Africa too."@en1
