"I would like to say that the ‘Kozloduy Programme’ must not only focus on financing the transfer of irradiated materials, increasing energy efficiency in Bulgaria and financing alternative energy sources.
In my opinion, this programme must also be viewed as a contribution to the economic and social stability of the Balkans. This is because the Balkan states as a whole – including Bulgaria – are a vulnerable part of the European Union, as the current economic crisis has shown us. I take the view that Article 30 of the Accession Treaty is a framework which must not be breached, as legal consultations with the people from the European Commission have demonstrated. Even if this Accession Treaty or arrangement was used up in 2009, a new arrangement must carry on in the spirit of continuity which is set out in Article 30."@en1
