"Mr President, a debate on the Europe 2020 strategy naturally leads to acceptance of better coordination of the various national policies, more Europe, and acceptance of the path of structural reforms to attain growth for our economy. However, in order for us to reach 2020, we will have to get through 2010 and, on that subject, I would like to call attention to the balance needed between budgetary consolidation policies and the need to avoid falling back into recession. I am a Portuguese national and at this very moment, the proposal that is being made is to increase taxes. Fundamentally, the path that the Member States should choose is that of seriously reducing public spending: having tax systems that are competitive and making structural reforms so that we can achieve the necessary growth. As well as the long and medium terms, we must think about the short term and start encouraging the existence of creative companies right now. We must make a commitment to universities and to research and development, because that is very clear now. In order for use to reach 2020, we will have to make it through 2010 in one piece. I would like to leave this worry behind now. It is clear that we have a Stability Pact, but there is also a Growth Pact, and the key word for our economies in the near future is growth."@en1
