"Mr President, today we are discussing, among others, two excellent reports by Ricardo Cortés Lastra and Lambert van Nistelrooij. These both demonstrate in a clear fashion the important contribution of Cohesion policy in achieving the goals of competitiveness and employment and the significant role in promoting innovation and growth that the knowledge economy plays.
The EU 2020 strategy is, on several counts, similar to the Lisbon Strategy, but tries to improve on focusing on and narrowing down the objectives. There is, however, one area – a quite significant one – that still remains unclear, namely the delivery mechanism. It is left to the Member States and peer review supported by monitoring by the Commission.
It seems to me that we have not learned our lesson from the experience of the weak delivery of the Lisbon Strategy. I urge the Commission to come up with proposals which will ensure a stronger delivery mechanism for the EU 2020 strategy to make sure that all its targets will be met with action and not just words."@en1
