lpv:translated text	"Mr President, ladies and gentlemen, the launch of the European Union 2020 strategy effectively marks the end of the previous Lisbon Strategy phase and it will have to tackle the negative structural effects that the financial, economic and social crisis has produced and is continuing to produce. I believe that if the 2020 strategy is to be effective, it must focus on two key aspects, the first being a system for evaluating progress which factors in the use of the carrot and stick mechanism; the second being a vigorous policy of investing in infrastructure, in addition, of course, to tools for regulating the financial system and policies aimed at restoring social dialogue and cohesion. Infrastructures are the cornerstone of the relaunch of innovation policy in industry, SMEs, manufacturing consortiums or research institutes and in the relationship between these and universities and local institutions. The van Nistelrooij report should therefore be warmly welcomed since, in addition to providing an in-depth picture of the work that has been done to date in the Member States, it starts to deal with the question of criteria for harmonisation of financial instruments and operational plans aimed at innovation. The harmonisation of rules, procedures and administrative practices for the management of EU projects and the simplification and streamlining of procedures are the solutions that the stakeholders on the ground and citizens have been asking us for for a long time. I believe that on this point, Europe can and must do much to promote growth, development and employment."@en1
