"Mr President, ladies and gentlemen, I am in favour of the European Union acceding to the European Convention on Human Rights because, as clearly summed up by the Atondo report, it represents progress in the process of European integration. This means a step towards political union and a strong sign of the coherence between the Union and countries of the Council of Europe and its policy on human rights which will strengthen the credibility of Europe in non-European countries. Lastly, it represents a clear desire to harmonise the issue of human rights and fundamental freedoms at a legislative and court level. Thanks to the Treaty of Lisbon, the European Union is an international entity with its own legal personality for the first time. I hope that signing the convention is only one of the first steps towards the affirmation of the European Union as a single body at the level of major international negotiations."@en1
