"The adoption of this directive relating to the energy performance of buildings is an important step towards reducing Europe’s CO
emissions and energy dependency. These factors are increasingly decisive for the European public’s quality of life, and the competitiveness of our economy and social organisation. Given that the building sector is responsible for 40% of energy consumption and for 35% of total CO
emissions, the self-sufficiency and improved energy performance of renovated buildings are taking on decisive importance in the European Union’s ability to achieve, by 2020, the goal of a 20% reduction in energy consumption and a 20% increase in the use of renewable sources of energy and energy efficiency. As well as helping private consumers and public services to cut energy costs, it is hoped that the application of this new legislation will help to fight the crisis in the civil construction sector and that it will contribute to developing urban regeneration programmes, which will have a positive impact on improving the quality of life and well-being of the public."@en1
