"I have voted in favour of this important directive due to the need to improve the energy efficiency of buildings, which is one of the areas with the greatest potential to contribute to the EU’s general targets of increasing energy efficiency by 20% by 2020. According to the text agreed between Parliament and the Council, before the end of 2020, all new buildings must have zero energy consumption, producing as much energy as they consume. Public buildings must set an example by complying with this legislation before 31 December 2013. The EU budget will fund part of the costs of the reforms. Moreover, existing buildings will have to comply with very high energy efficiency standards calculated by the Member States based on a common framework established in the directive. The indicator for measuring the energy efficiency of buildings must be included in advertisements for sale or rental that appear in the media. Another important new element is including smart meters and control and management systems focused on saving energy. The directive will be revised before 2017."@en1
