"One of the ‘eligible actions’ of the European Refugee Fund (ERF) is resettlement. The Stockholm Programme states that the EU must act in partnership and cooperate with third countries hosting large refugee populations. The Commission defines annually the common EU priorities of persons to be resettled and this definition must be sufficiently flexible to respond to emergency cases. Particular attention must be given to the victims of the most repressive cultural, social and political systems. The number of Member States participating in EU resettlement programmes has been increasing and must be extended to the greatest possible number of Member States. I would stress the positive impact of introducing funds to assist with resettlement, with larger amounts for the first and second years of the process. These funds are in response to the increased costs naturally incurred by the creation of mechanisms and structures, as well as the importance of guaranteeing conditions to ensure the greatest sustainability and quality of the refugee resettlement process."@en1
