"Only 10 EU Member States, including Portugal, accept refugees for resettlement. The resettlement of refugees is a procedure whereby, based on a request from the United Nations High Commission for Refugees according to a person’s need for international protection, third country nationals or stateless persons are transferred from a third country to a Member State. The adoption of this recommendation seeks to increase the number of Member States that resettle refugees, to which end those that do so for the first time will have increased financial assistance for the first two years. The resettlement of the following must take priority, irrespective of any geographical priorities that the EU may have set for a given period: children and women at risk of violence or psychological, physical or sexual exploitation; unaccompanied minors; persons with special medical needs; survivors of violence and torture; and persons who need emergency resettlement for legal and protection reasons."@en1
