lpv:translated text	"The review conference of the International Criminal Court will be an important opportunity to commit Member States of the Union to values which, to us, are crucial. Fortunately, there is a general conviction among Europeans that the greatest crimes must be judged, and the perpetrators punished. In view of this, it is good that the review conference will take place in Africa. Africa is a continent where many crimes have not yet been punished. The Court is currently conducting investigations in five African countries: Kenya, the Democratic Republic of Congo, Sudan, Uganda and the Central African Republic. The impunity of those who commit terrible crimes against their own citizens and against other people regardless of their citizenship must be ended. The role of the Court in this matter is crucial. If the Court had existed 70 years ago, perhaps the Katyń Massacre would never have happened. The existence of an effective court can, of itself, have a preventative effect. European states should strengthen the Court in its basic roles: investigation and prosecution of war crimes, genocide and crimes against humanity. It is important that more states accede to the Rome Statute, because the effectiveness of the Court is dependent on cooperation between states and international organisations. Therefore, all State Parties of the Rome Statute should join in such cooperation, because otherwise, that effectiveness will not be achieved."@en1
