"Madam President, ladies and gentlemen, I thank the rapporteur for his excellent work on the European Union membership of the Human Rights Convention, which benefits European citizens: due to this convention, there will be a new court, external to the European Union, to ensure that the rights of European citizens are always respected by the European Union and Member States. Under the principle of democracy, the European Union and its Member States should always have the right to be able to defend themselves. I therefore believe it is crucial that every nation belonging to the convention should have a judge to explain the context of every appeal, just as I think it important that the European Parliament should have an informal body to coordinate information exchanges between Parliament and the Parliamentary Assembly of the Council, and that Parliament should also be consulted during the negotiation process. I would also like to add that European citizens have the right to understand the mechanisms governing this membership, just as they have the right to know what their rights are. Therefore, I believe it is essential for the Council of Europe and the European Union to consider establishing guidelines, with a clear explanation of all the effects and implications that membership will entail."@en1
