"The simplification of legislation is a goal that is essential to bringing Europe closer to the public. Simple and perceptive policies are necessary for those who have not mastered the Union’s code and do not speak ‘Europese’. That is why a policy as fundamental and permanent as the common agricultural policy (CAP) must be understood by its main beneficiaries; in this case, European farmers. I would therefore acknowledge how right the rapporteur is in saying that ‘a new CAP should allow farmers to concentrate on the core objective of providing safe, quality and traceable food while also supporting them to deliver non-market public goods’. I hope that the new CAP will be simpler, more transparent and fairer; that it will be better aimed at the needs of farmers and the market; and that its processes will be faster and less bureaucratic, but secure and effective. Legal certainty does not require complexity or sluggish processes, but rather simplicity and effectiveness. That is exactly what we want for the new CAP."@en1
