"The objective of this proposal is to ensure the migration from the Schengen Information System, whose current form is SIS 1+, to the second generation Schengen Information System (SIS II). It is indeed regrettable that the start of this system has been delayed. The European Parliament did all it could to ensure that this system would start to operate as soon as possible and that the SIS II implementation process would be completely transparent. However, it is necessary to seek the approval of all of the institutions. It is important to stress that the Commission would have to apply an alternative programme if the SIS II project is unsuccessful, and that Parliament should be included in the decision making as regards migration. Before switching over to the new SIS II system, Parliament should be fully informed by the Commission on the test results and given an opportunity to issue an opinion."@en1
