lpv:translated text	"I regard this report as being beneficial to the future of the European Union’s energy sector, as long as the objectives outlined in it are feasible and compatible with the financial situation of all Member States. I welcome the objectives adopted by the Council on 14 April 2010 on the need to reduce the major disparities between Member States in terms of heat efficiency in buildings, as well as the proposed target of all buildings achieving zero energy consumption by 31 December 2020, based on gradual steps being taken by Member States in 2015 and 2018. However, the Commission and Council must bear in mind that many Member States are still facing economic recession and will require financial and logistical support to achieve the objectives being proposed. The Commission must consider for the future drawing up a financial intervention plan based on allocating development funds that will support Member States which are unable to allocate the necessary funds, especially for renovation work. This measure must be seen as beneficial to ordinary citizens as they are the ones who are footing the bill for part of the renovation costs."@en1
