However, this new legislation concerns only new buildings and will affect only 2.7 million new homes per year, when there are 200 million old homes in the European Union. Commissioner, since 2007, 4% of the European Regional Development Fund (ERDF) has been set aside to improve the energy performance of buildings, but has been used only to a very limited extent.
