"− The EU must retain and reinforce its leadership role in the international fight against climate change. Scientific research in this area is essential if we are to take a path that is right and safe, whether for combating climate change or for adapting to it. The issue of adaptation is cross-cutting and affects several sectoral policies. There must be greater political coordination by Member States in these areas. In fact, I advocate making national adaptation plans based on a common European framework obligatory. I believe that we must have common European policies in areas such as, for example, water, energy and forests; for example, I would reiterate the need for a European charter of risks for the coastal borders. Analysis of the risks represented by climate change to Europe’s most vulnerable regions is urgently required. I also believe that there must be European targets for the efficiency of public water-supply systems. I would also highlight that natural ecosystems are the Earth’s most important carbon sinks, sequestering 50% of global annual greenhouse gas emissions and contributing to both mitigation and adaptation."@en1
