lpv:translated text	"Mr President, ladies and gentlemen, the European Regional Development Fund, the European Social Fund and the Cohesion Fund have demonstrated that they are valid instruments and are very useful in territorial development and for responding to the consequences of the economic crisis that has been raging in Europe and the world for some time. In relation to that, I welcome the proposal to simplify the procedures for decommitment of funding and to facilitate payments to the beneficiaries of the various programmes implemented with the funds I mentioned. I am, furthermore, in favour of the provision for an additional pre-financing instalment for 2010 for those Member States that have been worst hit by the economic crisis."@en1
