"The European Investment Bank has a vitally important role in relation to the small and medium-sized enterprises which are trying to survive the current economic crisis. Small and medium-sized enterprises provide 70% of European employment, and as a result, they have a central role in the operation of the European economy.
The greatest difficulty these businesses currently face is in accessing funding and capital. The central role of the EIB as regards providing aid to small and medium-sized enterprises must be welcomed, and the Bank should be supported in its efforts. EUR 30 billion has been earmarked for small and medium-sized enterprises for the period 2008-2011 and more than 50 000 businesses in the EU benefited from EIB funding in 2009.
I welcome the report's recommendations with regard to improving the transparency of the system whereby loans are provided through the EIB's financial intermediaries. The financial intermediaries must pass these loans on to the small businesses. The Bank's monitoring system in relation to these loans must be improved to ensure the effectiveness of these loans."@en1
