"Under the consultation procedure of the European Parliament, I voted for the report by my excellent Maltese colleague Mr Casa on the proposal for a Council directive amending Directive 2006/112/EC on the common system of value added tax as regards the rules on invoicing. It was becoming essential to do away with the administrative set-up linked to invoicing. Historically, the opportunities afforded to Member States in this area have involved disparate rules, in particular in the field of invoicing. Such rules are an obstacle to the smooth functioning of enterprises – especially those using new dematerialisation technologies – on the internal market at a time when unnecessary administrative burdens in Europe are curbing economic growth. I support all the simplification measures proposed in the report, especially those intended for SMEs and in particular: to delete the requirement to hold an invoice that complies with formalities of all the Member States; to confirm that paper and electronic invoices are equally valid; and to delete the possibility for Member States in which the tax is due to require particular invoices to be translated into their official languages."@en1
