I welcome the fact that Europe has achieved one of the highest levels in the world in this area. The creation of a tighter monitoring system and more effective punishments for the owners of animals who do not respect the welfare requirements established by law is essential, but as such measures incur higher costs for farmers, we are in favour of the compensation grants that are included in this plan and are included in the grants scheme of the new common agricultural policy from 2013. It is important to stress that, alongside this plan, the EU should impose strict and well-defined rules for other countries that do not respect these standards, and so become unfair competition for EU farmers."@en1
