"− Under the terms of the Interim Agreement signed between the US and the EU, I recognised the need for transatlantic cooperation in the fight against international crime and terrorism. I stressed that this cooperation should be established on the basis of mutual trustworthiness and respect for the principles of reciprocity, proportionality and respect for citizens’ rights. Security, however, should not override but rather be compatible with other rights, freedoms and guarantees. It is not acceptable that the police in Portugal can only access the bank details of a person on the basis of a warrant but that millions of pieces of data can be sent to be interpreted and analysed by the US police without any judicial control. I therefore voted against the Interim Agreement. Nonetheless, the new motion for a resolution in question demonstrates a new position from the Commission and Council in terms of collaboration with Parliament. I hope that future EU-US cooperation in the fight against terrorism is based on the principles of proportionality, necessity and reciprocity."@en1
