"I want to thank the Commission and the Council for their statements on the new European strategy for jobs and growth. I consider that setting the new energy targets will be a key factor in achieving a more resource-efficient Europe by 2020. I want to stress to the Commission that some Member States will need special support in order to be able to develop and implement renewable technologies to achieve the 20% target for energy produced from renewable sources. I wish to emphasise the positive impact of supporting the Digital Agenda initiatives as part of the flagship initiatives for new skills and jobs, and I would like to see the Commission coming forward with concrete legislative proposals to address the development of the online environment by creating facilities, both financial and administrative, to promote online businesses and
Commerce. In terms of research and innovation in Europe, I welcome the reply from Commissioner Quinn regarding the need to improve the research infrastructure in the new Member States. Research institutes and scientists are waiting for rapid, coordinated action from the Commission and Council in order to tackle this issue, so as to allow them equal opportunities for participation in Framework Programmes."@en1
