"Ten years have passed since the Lisbon Strategy was adopted and the majority of its objectives remain unfulfilled. I am most concerned by the weak economic growth, because it is decisive for the other goals, and by the fact that in only two of the strategy’s ten years of life did growth exceed 3%. The Lisbon Strategy was strong on ambition, but it lacked strength of action, having been based on soft law and the open method of coordination. As well as employment objectives, the new Europe 2020 Strategy incorporates goals relating to education, the environment, fighting poverty, and investment in innovation. Both the new objectives and the instruments for achieving them belong to the Member States so, in this context of crisis and commitment to stability and growth plans (SGPs), we need better governance mechanisms and real economic and budgetary coordination between countries. This programme is arriving at a time of economic uncertainty and high unemployment, the reduction of which is an immediate priority. The Commission must take the driving seat and lead this process. Strong economic growth will be crucial to keeping to SGPs and could be stimulated through the reforms and investment that underlie the Europe 2020 Strategy."@en1
