"I should like to express my satisfaction with the conclusions of the March Council, because they acknowledge the importance of cohesion policy within the framework of Europe 2020 and thus plug the significant gap which existed in the Commission’s initial text, which made no reference at all to cohesion policy. Also, both Mr Barroso and Commissioner Hahn have acknowledged the vital importance of the contribution of cohesion policy towards achieving this strategy. Cohesion policy has made a decisive contribution to strengthening competitiveness and employment, especially through ‘earmarking’, and we must make use of everything that has been achieved within this framework. However, this does not mean that cohesion policy will be reduced to a simple tool for implementing Europe 2020. Its potential is far greater. As a real expression of the principle of solidarity at local and regional level, it guarantees the viability of development initiatives and it guarantees that Europe 2020 will serve the EU’s general objective of strengthening cohesion in all three dimensions, namely economic, social and territorial, and will not be confined to unilateral economic development. Finally, we need to use the potential of cohesion policy in order to avoid overlapping targets and funding between various European policies."@en1
