"Mr President, many fellow Members have wondered why the Lisbon Agenda failed and whether we should start by analysing that failure in order to take the next steps. In my view, the problem with the Lisbon Agenda was that it was ultimately nothing more than a symbol enclosed in a bubble, which was not implemented at all in practice. In the end we found that on the one hand there was a theory, the Lisbon Agenda, about which we were all talking, and on the other hand there was the practice, which had nothing to do with it. Therefore, in my view, based on this experience the Europe 2020 strategy must be a new agenda that can only be taken forward if there is a resounding commitment – I would stress, a resounding commitment – from all the institutions: the European political institutions and the national political institutions. This commitment also needs to be one that can be verified and evaluated; it needs to be one that we have information about and an immediate capacity to correct if the commitments are not being fulfilled when there are failures. This is so that we do not find ourselves in any situation of extreme circumstances. Either we all understand that this joint project needs these instruments in order to move forward, or we will soon be in a similar situation."@en1
