"Madam President, I too wanted to follow other speakers in thanking our colleague, Mr Méndez de Vigo. He has done an outstanding job in circumstances that were at times fiery, and always exciting. The debates within the Committee on Constitutional Affairs have lasted a long time; they have been equal to the challenge and equal to the intense and important character that MEPs associate, of course – and rightly so – with a major issue that has immediate implications for them, namely the composition of our Parliament and the methods of appointing its Members. Once again, the rapporteur has been able to compile what were at times differing opinions and contributions and to summarise them – I would say – in an extremely balanced text. I would like to thank him for this. I believe that the recommendations made in these two reports, both in the one on convening an intergovernmental conference and in the one on the transitional measures concerning the composition of our Parliament, are characterised by realism, pragmatism and effectiveness. I believe that, on this and other issues too, this is by and large what our fellow citizens expect of Europe."@en1
